How do I open S&CC account after getting my new HDB flat?

All new HDB flat owners will have their Service & Conservancy Charges (S&CC) account automatically setup when they collect their home keys.

When is the S&CC payment due and payable?

S&CC is due on the 1st of every month and payable within the month. Please note that the Town Council does not send invoice to the residential units. To check on payment, you can send an email to enquiry@jrbbtc.org.sg

What are the modes of payment?

Residents can pay their S&CC via the following ways:

  • In person at any of our offices (cash, cheque, Nets, Visa, MasterCard, American Express, PayNow)
  • Mail – Cheque (Please indicate your account and telephone numbers on the back of the cheque and mail it to Blk 255 Jurong East Street 24, #01-303, Singapore 600255)
  • GIRO
  • Recurring Credit Card Scheme (RCCS) (Download Form here)
  • Websites of DBS, OCBC, Standard Chartered and UOB (For Internet Banking only)
  • At any AXS Stations islandwide or AXS e-Station
  • At any Singapore Post counter

How much and when are the S&CC rebates disbursed?

In 2024, eligible households will receive 2 to 4 months of S&CC Rebate with the GST Voucher (GSTV) – S&CC Rebate and Budget 2024 Cost-of-Living (COL) S&CC Rebate. For more information, please visit: https://supportgowhere.life.gov.sg/schemes/SCCR/service-conservancy-charges-sandcc-rebate

Why did I incur penalty/legal fees

Service and conservancy charges are due on the 1st of each month without demand. If payment is late for the current month, the penalty charge will apply from the following month onwards until full payment is received. Kindly refer to the Service & Conservancy Charges page for more info.

Penalty for late payment are as follows:

  • 1-room - $1.00
  • 2-room - $2.00
  • 3-room - $3.00
  • 4-room - $4.00
  • 5-room - $5.00
  • Executive - $7.00 & above
  • Commercial - 10% of S&CC subject to a minimum of $10.00
I have arrears and I am unable to pay my S&CC. Can I apply for an instalment plan?

For residents with financial difficulty and would like to request for an instalment plan payment, email request to enquiry@jrbbtc.org.sg. Do note that instalment plan payment is on a case-by-case basis, and is subject to management's approval.

Can my penalty/legal fees be waived off?

We do not waive legal fee. However, request for waiver of penalty is on a case-by-case basis, and is subject to management's approval.

How can I book the facility i.e. communal hall?

Booking of facility can be done at our offices. Please refer to our link for the charges and documents required.

Can I book the BBQ pit?

The BBQ pits are managed by respective Residents' Committees (RCs). For booking of BBQ pits, please contact your RCs. Their contact details can be found at the display board at each respective block.

Do you have any contractors to recommend?

Residents can refer to Minor Repair Services on recommended contractors for sanitary, electrical and building matters. Arrangements made between yourself with the contractors are considered private.

How do I apply/renew season parking?

Bulky items removal
Do I have to pay for the Bulky Item Removal?

Every HDB residents of Jurong East – Bukit Batok GRC (which covers areas in Hong Kah North, Bukit Batok, Bukit Batok East, Yuhua and Clementi) and Jurong Central SMC are entitled to a maximum of 3 free bulky items removal per month.

I am a private home resident. Can I make use of JRBBTC’s free Bulky Item Removal Service?

Only owners of HDB residential flats in Jurong East – Bukit Batok GRC (which covers areas in Hong Kah North, Bukit Batok, Bukit Batok East, Yuhua and Clementi) and Jurong Central SMC can make use of this service.

I am a commercial unit owner/tenant. Can I make use of JRBBTC’s free Bulky Item Removal Service?

Only owners of HDB residential flats in Jurong East – Bukit Batok GRC (which covers areas in Hong Kah North, Bukit Batok, Bukit Batok East, Yuhua and Clementi) and Jurong Central SMC can make use of this service.

Can I get my property agent to request for Bulky Item Removal Service?

No, property agents cannot make the request on behalf of the owner.
